This still is from Doctor Strange, and there is a definite texture in it. The straight edges of the buildings mashed up together create an uneven/hard texture. The cars in the image also create implied lines which are also straight and helps support the uneven/hard texture. While the scene feels structured, it still has an edge to it because of the texture.
Discussing CONTENT: What does it communicate?
This texture gives a feeling of coldness and in this case, danger. There is nothing safe about this image, it is clear that this is supposed to be an environment that is unexpected and harmful. The uneven/hard texture also gives a sense of movement to the image where you don’t want it to. I could imagine some people got a little dizzy while watching this action scene.
