Balance refers to an even distribution of visual weight. An assymetrically balanced composition displays uneven distribution of visual weights while visually balanced. Complex textures carry more visual weight than smooth textures cerating assymetrical balance by texture.

This image displays freedom also, because of the asssymetrical balance it tends to feel more spontaneous. In my opinion, there's two different scenarios, one that's completely made out of concrete and the other is totally natural and there's one person jumping from the station to the clouds, he is escaping to a "better place" and that evokes freedom. Also it makes the assymetrical balance more powerful.
