Proportion is the size relationship of different part(s) to the whole. Exaggerated Proportions are when something is either really big or really small compared to the rest of the photo.
Mario has a giant nose. It is much larger than a normal nose would be. It takes up almost a quarter of his face.
CONTENT: What does it communicate?
I believe that (in this case) it was done only as a way to make the character unique. Though the size of his nose makes you want to poke or pull it and see if it is real or not. (Which you can do in this game.)
